Item 3 22/09/17 513/56 | 2. Draft Marriage and Civil Status (Jersey) Law Review The draft Scoping Document and Terms of Reference for this review were reviewed by the Panel. It was agreed that the Scoping Document should include a public call for evidence in addition to a targeted stakeholder approach. Subject to this change, the Scoping Document and Terms of Reference were approved. The Panel discussed the timeframe for the review and, with regard to the deadline for lodging amendments and allowing a reasonable time for the public call for evidence, it was agreed to write to the Chief Minister to ask him to defer the debate on the draft law until 16th January 2018. The Panel also considered the options available to it should the Chief Minister not agree to defer the debate. | SS SS |
Item 2 22/09/17 513/1/10 | 3. Draft Migration Policy The Panel recalled that it had previously agreed to review the Draft Migration Policy. It was noted that the policy was still in draft stage and that it was due to be discussed by the Council of Ministers later in the month. It was noted that the Panel's review would have a wide scope and would be likely to require more time than the six week minimum lodging period permitted under Standing Orders. It was therefore agreed to write to the Chief Minister to request that the timetable for finalising the draft policy took account of the scrutiny process and allowed longer than the minimum permitted lodging period. The Panel also agreed to request a briefing from Ministers on the draft policy before it was lodged. | SS |

Resignation of the Constable of St John The Chairman noted that the Connétable of St John had indicated his intention to resign from the Panel during the next day's States Sitting, following his appointment as Chairman of the Public Accounts Committee. The Chairman thanked the Connétable for his contribution to the Panel and wished him well in his new role. |

External Relations Policy Review The Panel noted that with several time-critical reviews now taking place, it would be necessary to postpone the continuation of this review until a later date. It was agreed to formally notify the Chief Minister and Minister for External Relations of the delay. It was also noted that the Panel had received, under confidential terms, new, pertinent documents which would be incorporated into the review on its recommencement. | TN |
