1. Records of meetings

The Minutes of the meetings held on 3rd and 8th March 2017 were approved and signed.

2. Approval of Assistant Ministers' Appointments

The Panel discussed proposals from the Council of Ministers recently presented to the Chairmen's Committee which would enable Assistant Ministers  to  serve  on  Scrutiny  Panels.  It  was  understood  that  this approach had been adopted in the Isle of Man, but it had apparently proved  very  challenging.  Members  felt  that  collective  responsibility, loyalty and a desire to progress in the ministerial ranks could make it hard for Assistant Ministers to appear critical of other parts of government, which might affect the ability of Scrutiny Panels with Assistant Ministers as members to scrutinise the policies of other ministries effectively. Members also queried whether allowing Assistant Ministers to participate in Scrutiny might be used to justify a reduction in the number of States Members. The Scrutiny Officer was asked to obtain and circulate to Panel members a copy of the paper presented to the Chairmen's Committee.

3. Jersey Sport - Establishment

The Panel agreed to extend a proposed meeting on 21st April to allow time for members to discuss Jersey Sport. The Scrutiny Officer was asked to prepare and circulate draft scoping and terms of reference for the review to members for approval in advance of the meeting. It was further agreed that work on the draft Licencing Law would be postponed temporarily to enable the Panel to focus on meeting a date of 23rd May for the Jersey Sport debate; the Scrutiny Officer was asked to liaise with the department accordingly.

4. Quarterly Public Hearing

The Panel welcomed the Minister for Economic Development, Tourism, Sport and Culture, his Assistant Ministers, Interim Chief Officer, Deputy Chief Officer and Assistant Director to the meeting at 10.30am for the purpose of a quarterly public hearing. Topics discussed included:
