2. Licensing Law

The Panel continued its consideration of evidence submitted to the review. Members also discussed a letter received from the Assistant Minister  for  Economic  Development,  Tourism,  Sport  and  Culture  in response to the Panel's request for a meeting. The Assistant Minister appeared to be replying on behalf of both the department and the Shadow Alcohol and Licensing Policy Group (SALPG), with whom the Panel had also requested a meeting. The letter indicated a preference not to meet with the Panel until a detailed Scrutiny report was received, ideally before 19th December to allow the department to prepare a full ministerial response in time for the debate on 30thJanuary.

Panel members considered that the proposed meetings were an integral part of the review, and as such to submit a full report in advance would be both impractical and potentially counter-productive. It was also noted that for a Panel to undertake to present a report so far in advance of a debate could set a precedent. It was agreed to reply renewing the request for the meetings without pre-conditions.
