1.  Quarterly Hearing with the Minister for Education

The Panel received the Minister for Education and officers to a quarterly public  hearing.  The  proceedings  of  the  hearing  were  recorded  and transcribed.

 

 

2.  Conflict of Interest

Deputy Mezec was asked to inform the Panel if any work undertaken by Reform Jersey, relating to higher education funding, was to subsequently cause a conflict.

 

 

3.  Records of Meetings

The record of the meeting held on 11th September 2017 was approved and signed.

4. Nursery Education Funding

The Panel noted that whilst long-term planning had been identified during the preceding public hearing, there was concern that no reference had been made to planning for September 2018. The Panel agreed to read the report that was due to be published and asked for the item to be included on the next agenda.

5. Tertiary Education: Student Finance Option

Deputy Maçon informed the Panel that he had met with the Chief Minister to discuss the Student finance proposals.

It was agreed that the Minister for Treasury and Resources was to be asked to attend a public hearing on 8th January. A draft question plan was requested.

It was also agreed that the Education Department was to be asked to provide a briefing on the findings of its consultation on 22nd January.

The availability of the Panel's previous advisor for its review of Higher Education funding, was asked to be confirmed.

The Panel agreed to write to the Minister for Social Security, enquiring as to what involvement she had with the funding proposals and how they may impact on her Department.

6. Draft Sexual Offences (Jersey) Law 201-

The Panel acknowledged the receipt of the Draft Law and asked for the item to be moved to the following agenda.

7. Draft Criminal Procedures (Jersey) Law 201-

It was acknowledged that the Panel had been unable to attend a States Members' briefing on the Draft Law. The Panel asked the Officer to write to those holding the meeting to offer an apology.

It was agreed that a Sub-Panel would be formed with Deputy Mézec as lead member. The Sub-Panel would identify whether it wished to invite additional members. It was requested that a standing item be added to the agenda to allow for the Sub-Panel to report back on a regular basis.

9. Independent Jersey Care Inquiry

Deputy Mézec informed the Panel that the Care of Children in Jersey Panel would be meeting on Wednesday 6th December.

10. Independent Review of Education

It was confirmed that the Panel was awaiting a letter from the Minister for Education informing it of the findings from the 2011 Consultation. It was requested that a reminder be sent.

Deputy Maçon agreed to be lead member for the purposes of the review.

12. Quarterly Hearing with the Minister for Home Affairs

The Panel noted the change of dates of the hearing to Monday 5th March 2018.

 

 

13. Quarterly Hearing Dates for 2018

The Panel requested that the Officer approach the Education Department Education to identify a suitable date for a quarterly hearing in 2018. The Panel proposed Monday 19th March at 4pm.

The Panel noted that its next scheduled meeting was due to take place on Monday 8th January 2018 in the Blampied Room, States Building.
