1.  Records of Meetings

The Panel approved the record of the meeting held on 23rd November 2017. The Chairman signed it accordingly

2.  Draft Public Health and Safety (Rented Dwellings) (Jersey) Law

The Panel noted that its comments on the proposition had been lodged and the debate was due to take place at the States sitting on 12th December 217. The Panel recalled that the Minister for the Environment had lodged an amendment to the proposition taking into account issues raised within the Panel's comments.

 

 

3.  Jersey Infrastructure Levy  

The Panel noted that its comments on the proposition had been lodged in advance of the debate on 12th December 2017.

4.  Care of Children in Jersey Review Panel  

Deputy T.A. Vallois updated the Panel on the work being undertaken by the Care of Children in Jersey Review Panel. It was noted that the Review Panel was due to hold a public hearing with the Chief Minister on Friday 8th December to discuss the response to the Care Inquiry.

The  Chairman  questioned  whether  the  Law  Society's  report  on administrative redress had been included in the response, and was informed that the Review Panel would be questioning the Chief Minister on this issue at its hearing on the 8th December.

It was also noted that conversations were ongoing between the Minister for Infrastructure and the Bailiff in respect of the future use of Piquet House. It was noted that the Court Service had identified this building as an appropriate venue for its services, however the issue of payment was due to be discussed further.

 

 

5.  Draft Howard Davis Farm (Arrangements for further Abrogation of Covenant) (Jersey) Law  

The Panel noted that the proposition P.105/2017 Draft Howard Davis Farm (Arrangements for further Abrogation of Covenant) (Jersey) Law,

 

 

 

was due to be debated on the 12th December 2017 and fell within the Panel's remit. The Panel recalled that Deputy J.A.N Le Fondré had brought an amendment to the proposition, asking that any change of use needed to be brought back to the States for debate in the future.

The Panel agreed that it would not undertake any further work on this matter at this time.

 

 

6.  2018 Hearing Schedule

The Panel noted a proposed schedule for quarterly hearings in 2018. The Panel noted that a hearing with the Minister for Infrastructure had been  proposed  for  14:00   15:30  on  Thursday  8th  February  and requested that availability for the morning be confirmed. If not then the Panel would maintain the proposed time on Thursday 8th February for the hearing.

7.  Social Housing Regulations

The Panel noted that it was due to receive a briefing on the proposed Social Housing Regulations on Thursday 21st December. It was noted that the proposals were due to be lodged imminently.

The Panel agreed that the regulations should be reviewed in terms of how they sat within the Residential Tenancy Law 2011 and the Draft Public Health and Safety (Rented Dwellings) (Jersey) Law, should it be approved by the States Assembly.

In advance of its first meeting in 2018, the Panel requested that an update be provided on the recommendations put forward in its report S.R.5/2015 Supply of Housing.
