| 1. Records of Meetings The Panel noted and approved the records of the meetings held on 11th and 18th May 2017. The Chairman signed them accordingly. |

31/05/17 Item 1 517/36 | 2. Long-Term Care Scheme The Panel agreed that the recent meetings with the advisors had been constructive. The Officer advised that the advisor for social policy had limited availability for a visit to the Island and had suggested dates that would be suitable. The Panel tasked the Officer to arrange a visit for the adviser during the week beginning 12th June. The Officer advised that this would be organised to allow for the adviser to meet with Officers from the Social Security Department. The Panel recalled that the Department had arranged for two case studies to be presented to the Panel, but only one had been made available. The Panel requested the Officer to obtain the second case study from the Department. The Panel agreed to organise a meeting in order to discuss the various issues that had been raised during the review process. The Panel agreed that this would inform the review as it progressed. The Officer advised that a meeting request would be circulated in due course. The Panel discussed which agencies it would look to approach for evidence as the review progressed. 11/05/17 Item 3 517/34 | 3. Living on Low Income The Panel noted a response had been received from the Social Security Department detailing the cost of reinstating the single parent component of Income Support at various levels. The Panel discussed how to progress a related proposition and agreed that the Chairman would discuss the draft proposition with Deputy G. Southern before agreeing on the next steps. | RR |
517/37 | 4. Redesign of Health and Social Services Governance Model The Panel received a draft scoping document and Terms of Reference from the Officer for its proposed review. The Panel discussed the documents and agreed changes. The Officer advised that these would be circulated to the Panel in due course, after which they would be sent to the Chairmen's Committee for final approval. The Panel received the Minister for Health and Social Services, the Chief Executive of Health and Social Services, the Director of System Redesign and Delivery, the Chief Executive of the Citizens Advice Bureau and two representatives from the Primary Care Body for a briefing on the Redesign of the Health and Social Services Governance Model. The Panel received a presentation from the Chief Executive regarding the proposed changes and discussed various issues with the Minister and attendees. The proceedings were recorded so that a transcript could be made. Following the briefing, it was agreed that the Officer would undertake to identify suitable candidates for the role of advisor, and relevant background documents would be requested from the Health and Social Services Department in order to inform the review. | AH AH |
11/05/17 Item 4 | 5. Mental Health in the Prison The Panel noted an email had been received by Deputy J. Hilton from an Officer at Community and Constitutional Affairs explaining that a review was currently underway with regards to Mental Health provision in the Prison Service. The Panel agreed that as work was already being undertaken in this area it would not undertake its own review at this time. |

| 6. Quarterly Hearing with the Minister for Social Security The Panel noted the upcoming Quarterly Public Hearing with the Minister for Social Security scheduled for Thursday 29th June at 2:30pm. | The Panel noted that a proposition and comments paper had been lodged by the Minister for Health and Social Services since the last meeting, and a further proposition had been lodged by the Minister for Social Security. The Panel noted the proposition entitled Draft Health Insurance (Performers list for General Practitioners) (Amendment) (Jersey) Regulations 201-. The Panel tasked the Officer to arrange a briefing from the Health and Social Services Department on this proposition to discuss safety concerns which the Officer advised would be arranged in due course. | KB |

The Panel noted the potential dates and accepted the invitation. The Officer advised that contact would be made with the Public Health Unit in order to arrange the briefing. |
