| 1. Records of Meetings The Panel noted and approved the records of its meetings held on 27th, 28th and 29th June 2017. The Chairman signed them accordingly. |

29/07/17 Item 2 517/36 | 2. Long-Term Care Scheme The Panel noted that several Public Hearings had been organised for the week commencing 24th July. The Panel agreed to meet on Thursday 20th July to discuss question areas. The Panel received a timeline for the review as it was acknowledged that between September and December would be a busy period for the Panel due to other reviews. The Panel agreed that Public Hearings with the Minister for Social Security, Minister for Health and Social Services and the Minister for Treasury and Resources would be organised for the week commencing 18th September. To that end, it was also agreed that the Panel's advisor, Professor M. Johnson , would visit Jersey to attend the Public Hearings. The Panel agreed that in order to allow time for a review of the Future Hospital Project, which had a tight timescale, it would aim to present its report on the Long-Term Care Scheme before the last States sitting of the year. | KB KB |

Redesign of Health and Social Services Governance Model The Panel noted two expressions of interest had been received for the role of expert adviser to the Panel's review from Dr A. Hughes of OMNI Medical Consultancy Ltd and The Good Governance institute. The Officer advised that the Good Governance Institute had recently undertaken work with the Health and Social Services Department regarding an assurance framework. It was noted that this area was very closely linked to the proposed governance framework and this may appear as a conflict of interest. After discussion the Panel agreed to appoint Dr A. Hughes as expert adviser for the review. The Officer advised that a contract would be issued in due course, subsequent to which an initial visit would be planned for Dr. Hughes to meet with the Panel and other stakeholders. | AH |
