1.  Records of Meetings

The Panel noted and approved the records of its meetings held on 30th and 21st May and 1st June 2017. The Chairman signed them accordingly.

2.  Long-Term Care Scheme

The Panel received an update on the progress of the review. It was noted that the Panel's advisor, Professor Johnson , would be visiting Jersey on 28th June. A series of meetings had been organised with the Panel, Officers  from  Social  Security  and  Officers  from  Health  and  Social Services.

The Officer advised that information had been requested from the Social Security Department regarding the original modelling work for the Long- Term Care Scheme and a breakdown of how many people were currently accessing the Scheme and their care levels. The information would be circulated to the Panel once received.

The Panel noted that three Hearings had been confirmed to take place on 24th and 25th July. The Officer advised that meeting requests would be sent once other witnesses, including representatives from care homes and homecare services, had confirmed attendance.

3.  Redesign of Health and Social Service Governance Model

Deputy G. Southern was not party to the discussions regarding this review.

The Panel received an expression of interest from a potential advisor. The Panel agreed that, as only one expression had been received, it would defer the discussion in the hope that further expressions would be received in due course.

4.  Living on Low Income

The Panel recalled its discussions during the last meeting on 1st June when  it  agreed  that  the  Proposition  to  reinstate  the  single  parent

 

 

 

component of Income Support would be lodged at the same time as the Budget  2018.  The  Panel  discussed  the  matter  further  and  it  was anticipated  that  the  sum  could  be  taken  from  the  Social  Security Department's underspends. The Panel agreed that advice should be sought from the Greffier of the States on how best to proceed. The Officer was tasked to arrange a meeting with the Greffier to discuss further.

5.  Quarterly Hearing with the Minister for Social Security

The Panel received a draft question plan and discussed further questions in preparation for the Quarterly Hearing on 29th June.

The Panel noted the forthcoming Propositions due to be debated in the States which fell within its remit.

7.  Ministerial Decisions

The Panel noted the Ministerial Decisions made by the Minister for Health and Social Services and Minister for Social Security since it last met.

8.  Freedom of Information Requests

The Panel noted several Freedom of Information requests had been published since it last met. In particular the Panel noted a request on States  employees  on  zero-hour  contracts  and  tasked  the  Officer  to request statistics on agency workers, which had not been included within the FOI request. The Panel also asked for a further breakdown of zero- hour contracts within the Health and Education Departments.

The Panel noted the most recent questions asked in the States Assembly that fell within its remit.

The Panel noted that its next scheduled meeting would take place on Thursday 29th June 2017 at 1:30pm in the Le Capelain room, States Building.
