1. Confidentiality

The Panel noted that a recent document circulated in confidence had been the subject of a written question from Deputy G.P. Southern . This had been challenged by the Minister for Health and Social Services and the question had subsequently been amended to remove any mention of the  confidential  document.  The  Panel  noted  a  previous  agreement whereby  if  a  member  felt  that  confidential  information  should  be challenged with a Minister, permission should first be sought from the Panel. The Panel agreed that in this instance the protocol had not been followed and Deputy G. Southern apologised to the Panel. This was accepted by the remaining Panel members, on the basis that Deputy G. Southern would not take part in the Panel's planned review in relation to the Redesign of Health and Social Services Governance model'. This was accepted by Deputy G.P. Southern . The Panel then agreed that it would form a sub-Panel to undertake this review.

2. Long-Term Care Scheme

The Panel received a briefing on the assessment process of the Long- Term  Care  Scheme  from  Officers  from  the  Community  and  Social Services Department. This meeting was held in private in accordance with the Freedom of Information (Jersey) Law 2011 (as amended) under Absolute Exemption Article 26. A private record was therefore taken.
