C&AG - Audit Plan update The Committee congratulated the C&AG for her recently published report on Decision Making' in relation to the Future Hospital site and agreed to request an Executive Response from the Chief Minister's Department. It also agreed to prepare a proposition for presentation to the States, that "abortive" costs of capital projects should be reported to the States Assembly. | The Committee received a letter dated 21st November 2017, from the Minister for Health and Social Services in respect of P.60/2017 Health and Social Care System A new governance model'. The Committee noted that under the provision of P.170/2010 Shadow Boards and Ministerial Boards: approval by the States.', when proposing the establishment of such a model, it was incumbent upon the Minister to inform the PAC to ensure appropriate oversight of the proposals. The Chairman agreed to convey to the Minister, the Committee's agreement that it was not correct for PAC to look forwards at these proposals, but would review them at a later date, in keeping with its remit. The Committee heard from the Vice-Chairman that the Privileges and Procedures Committee was likely to review P.170/2010'. | Chairman/CT |

Strengthening Accountability The Committee received a letter dated 24th November 2017 from the Chief Minister, together with a Council of Ministers' Report entitled Strengthening Accountability'. The Committee recalled it had already discussed the report with senior officers during its meeting of 13th November 2017. |
