1.  Records of Meetings

The records of the meetings held on 2nd, 3rd, 6th, 7th, 10th, 17th and 20th November were approved and accordingly signed by the Chairman.

2.  Draft Marriage and Civil Status (Jersey) Law

Recalling the debate of the Draft Marriage and Civil Status (Jersey) Law by the States Assembly the previous week, the Panel noted that while some of its amendments had been adopted by the Assembly, a number had been rejected.

It was noted that the running order of the debate had been particularly complicated and that this had not been helped by the structure of the Panel's amendments. It was agreed to note this in the Panel's Legacy Report.

The Chairman advised the Panel that he had received a letter from Liberate Jersey following the debate and that he would circulate a copy to the Panel for information.

3.  Migration Policy

The Panel approved a scoping document and the terms of reference for its review of the Migration Policy, subject to minor changes being made.

It was agreed to arrange a meeting with the Chief Statistician to discuss relevant statistics in more detail.

4.  External Relations Policy Review

It was agreed to discontinue this review in light of the Panel's expected workload for the remainder of its term of office. It was requested that this was included in the Panel's Legacy report.

5.  Charities (Jersey) Law 2014

The draft Charities Law regulations were considered by the Panel and it was agreed that in light of current workload, it was unlikely that the Panel would be able to undertake a review of the Regulations. However, it was

 

 

 

agreed to approach Senator S.C. Ferguson to enquire whether she might wish to lead a review on behalf of the Panel.

6.  Meeting conclusion

In drawing the meeting to a close, the Chairman noted that one of the Panel's officers, Mr T. Nicolle, was leaving the Scrutiny Office. The Chairman thanked Mr Nicolle for his work on behalf of the Panel.
