1. Licensing Law

The Panel met without agenda to discuss recent communication with the department. Further to the deferral of the debate until 20th February 2018, telephone contact between the department and the Scrutiny Office on 15th January had indicated that the department was now inclined to recommend acceptance of Senator P.M. Bailhache 's Amendment to P.103/2017,  with  some  further  Amendment  of  its  own.  It  was  also suggested that one or two more minor aspects of the Panel's Amendment might be accepted, although the Panel might wish to pursue these separately.

Members considered that Senator Bailhache 's Amendment might well represent a preferable outcome to the un-amended Proposition, but agreed that from evidence received during its review, the best way forward would still be to pursue the Panel's own Amendment. It was noted that this view might be qualified depending on the outcome of further discussion with the Bailiff , who had been invited to meet with the Panel again on 24th January.
