| 1. Draft Machinery of Government (Miscellaneous Amendments) Law The Panel reviewed the draft law and considered the implications of each part. Areas of concern were highlighted where the Panel considered further scrutiny was necessary. |

| 2. Future Meetings It was noted that arrangements had been made for the Panel to meet with the Chief Executive of the States on Friday 16th February. It was agreed to invite the Chief Minister and Chief Executive to attend a Public Hearing to discuss the proposals laid out in P.1/2018, Draft Machinery of Government Law. |

| 3. Letter from the Chief Minister It was noted that a response from Chief Minister to the Panel's letter of 25th January had been received. It was agreed that the Panel would respond to this letter, setting out its concerns regarding the time available to conduct scrutiny before the debate of the principles of the law on 20th February. | 5. Independent bodies The Panel discussed the provisions in the draft law for an accountable officer to be appointed for independent States bodies. The Panel recalled that it been provided with a draft list of bodies that might be included within the scope of the law. It was agreed to request that a final list of independent States bodies that would be covered by the draft law be provided to States Members at the time of the debate on 20th February. |

| 6. Comments Paper The Panel reviewed a draft comments paper, outlining its work on the draft law to date. Changes to the comments paper were requested and it was agreed that subject to the Panel approving a final draft, the comments paper would be presented to the States in advance of the debate of P.1/2018 on 29th February. | TN |
