2. COVID-19 (Coronavirus) and the Future of the Panel The Panel discussed the effects of COVID-19 on the ability for it to continue its review and agreed to temporarily suspend operations. It further agreed to retrospectively focus on the operations of One Gov during the period of pandemic and requested Officers to collect evidence that may be of relevance, particularly regarding the ability of the One Gov structure and workers to absorb inbuilt change because of the pandemic. The Panel further agreed to press the Chief Minister on the decision to allow essential workers to continue entering and leaving the Island without the need to self-isolate. | GE |

2. Panel administration following departure of the Chair The Panel noted the departure of the standing Chair, Connétable Karen Shenton- Stone, who was stepping down from membership of the Panel. The Panel welcomed Deputy Ahier and Deputy Pamplin who had expressed an interest in Panel membership. Deputy Pamplin volunteered to fill the vacant position of Chair and the Panel unanimously voted to support this. |

3. One Gov Review The Panel discussed the status of its work. It was agreed that with the low number of Covid-19 cases, the work of the Panel would be progressed. As such, the Panel requested working documents, such as the Themes and Concepts tracking document, be updated; and relevant documents to be added to the Microsoft Teams file system. The Panel expressed concern that there was still uncertainty on aspects such as job security in relation to the Target Operating Model and bullying in the work place. | PL |

Panel work plan The Panel discussed a forward work plan and agreed that a briefing would be scheduled with the Chief Minister to discuss the progress of the One Gov project, especially the Target Operating Model. It was agreed that separate political and officer briefings would be acceptable. | PL |

The Panel agreed that an updated organogram of the Target Operating Model would be formally requested. 2. Scrutiny Hearings The Panel discussed the upcoming public hearing with the Chief Minister, scheduled for 2pm on Thursday 9th July. It was agreed that the question plan would primarily focus on the Target Operating Model, Team Jersey and the impact of COVID-19 on these. Officers were requested to draft a question plan, with this to be discussed and agreed electronically. The Panel agreed that the originally scheduled hour for the meeting would not be a sufficient amount of time to question the Chief Minister and it was agreed that an extension to 2 hours would be requested. | PL |
3. OneGov review The Panel discussed an organogram that had been received from the Chief Ministers office, noting that some members of staff had not been updated. It was agreed that Scrutiny Panels would be contacted requesting any information they could provide into Target Operating Models of departments under their remits. | PL |
