1. Trade and Economic Cooperation Agreement (TECA) Review The Panel discussed a draft Scoping Document and Terms of Reference for its review of the Trade and Economic Cooperation Agreement (TECA). The Panel also received a draft Scoping Document and Terms of Reference for the Environment, Housing and Infrastructure Panel review of the TECA specifically focussing on fisheries. The Panel agreed changes on all documents and agreed that, for the Brexit Review Panel, the Scoping Document and Terms of Reference would be circulated for final approval. In terms of the Environment, Housing and Infrastructure Panel's Scoping Document and Terms of Reference, the Panel agreed that the Chair for that Panel, Constable Jackson , would take forward the documents for that Panel to discuss and approve. The Panel requested that contact was made with the External Relations Department to request a timetable for the work, all relevant documents and an indication as to when it would be likely to receive the full and final legal text of the agreement. | BW BW |

1. Trade and Economic Cooperation Agreement (TECA) Review The Panel met to discuss the progress of its review. The Panel noted that it was likely that the Law Officers' Department would be submitting its assessment of the final legal text of the TECA on 12th February. The Panel agreed that it would be beneficial to meet with the Law Officers' Department for an initial briefing to discuss their work and their timescale. The Officer advised that a meeting would be organised in due course. The Panel was mindful that it would need to hold a Public Hearing with the Minister for External Relations before the 12th February, when it was likely that the Law Officers' written advice would be received in relation to the final legal text. In that regard, the Panel agreed that it would invite the Minister to attend a Hearing after it had met with the Law Officers. In order to engage with stakeholders, the Panel requested the Officers to draft letters to the relevant industry representatives inviting submissions by the 29th January 2020. The Panel also noted and considered the updated Project Plan for its Review of the TECA, which included:

1. Trade and Cooperation Agreement (TCA) Review The Panel met to consider the final draft of its Report on Jersey's participation in the UK-EU Trade and Co-operation Agreement. The Panel noted that the Report, along with a press release, was due to be presented to all States Members on the 19th February 2021. The Panel was informed by the Officer that relevant excerpts of the draft Report would be sent to Government Officials for factual checking, and that the extracts from the Report would be sent to the relevant stakeholders to confirm they were satisfied with the way in which their submission was used, prior to the date of presentation. The Panel agreed that the Report would be circulated for final approval once it had received comments from Government Officials and stakeholders. |
