1. Procedural and Administrative Matters The Panel appointed Deputy Philip Bailhache as the Vice Chair and noted that he would deputise for the Chair in the event of his temporary absence or incapacity. It was agreed that regular Panel meetings would be held on Thursday mornings between 10:00-11:30am with the exception to States' sitting weeks. The Officer was requested to circulate outlook calendar invitations to this effect. The Panel noted Standing Orders S.O. 138 (6) and noted the arrangements for briefing oral witnesses and the approach to managing written evidence (CoP, para 72 and CoP, para 74). 2. Declarations and Conflicts of Interests The Panel noted the declarations and conflicts of interest section of the Scrutiny and Public Accounts Committee Proceedings: Code of Practice. Deputy Ward and Deputy Bailhache declared the possibility of future conflicts of interest, depending on the Panel's work due to being members of the States Employment Board (SEB). It was agreed that both members would withdraw from undertaking any review in the future that conflicted with their position on SEB. The Panel noted that the opportunity to declare future conflicts of interests would be raised as part of the scoping exercise for all future reviews and work programmes. |

3. Working Practices The Panel agreed that scheduled meetings should take place in-person where possible. The Panel was advised that Microsoft Teams would be the default application for communications and information sharing. 4. Scrutiny Member training The Panel noted that the Scrutiny Liaison Committee had approved options for external training on relevant areas, such as: guidance on effective scrutiny, Chair training, media training and question training. The Panel acknowledged the training packages provided and asked that the Officer provide intended dates for each one prior to the Panel's next meeting. 5. Work programme The Panel noted the Legacy Report of the former Health and Social Security Panel (SR.16/2022). The Panel provided Officers with an outline of their individual interests and formed a list of priorities. The Panel considered a draft letter to the Minister for Health and Social Services requesting a list of her priorities for the next 6 months and an update on a number of outstanding pieces of work. The Panel agreed to add a number of additional questions and tasked the Officer to draft a similar letter to the Minister for Social Security. The Panel noted that both letters would be circulated for approval once finalised. The Panel also noted that a letter had been sent to the Minister for Health and Social Services by the Chair, prior to the establishment of the Panel, regarding the Jersey Care Model. It was further noted that a response from the Minister had not yet been received despite the deadline being 26th July 2022. The Officer was requested to follow-up with the Minister for a response. The Panel further discussed any workstreams that needed to be continued or finalised following the previous Panel's work. The Panel noted that it was awaiting a Ministerial Response to the former Panel's follow-up review of Mental Health Services and requested that the Officer request an update from the Minister. Stakeholder visits The Panel discussed potential site visit opportunities and was informed by the Officer of the opportunity to visit Samares Ward early in August with the Minister for Health and Social Services. 2. Ministerial Priorities and Update on Workstreams The Panel noted that requests had been sent to both the Minister for Social Security and the Minister for Health and Social Services for confirmation of their priorities over the next 6 months and updates on their workstreams. At the time of the meeting, the Panel had received a response letter from the Minister for Social Security. The Panel noted the letter and discussed the benefits of the Customer and Local Services (CLS) doors re-opening to drop-in visitors for services that fell under the Minister's remit. It was also noted that the Minister advised that her department was liaising with Revenue Jersey to establish how they could offer a consistent service across all areas of activity and how to ensure that this was clearly communicated to the public. The Officer was asked to draft a response to the Minister requesting her to inform members of the public that CLS was open to drop-in visitors for Social Security matters, without delay. 3. Jersey Care Model The Panel noted a letter from the Minister for Health and Social Services in response to the Panel's letter regarding the Jersey Care Model (JCM). The Panel considered its contents and proposed further questions to be asked to the Minister. The Officer was requested to draft a response for the Panel's approval. The Panel also noted and discussed the offer of a private briefing on the JCM with the Minister and her Officers on the morning of Thursday 8th September. It was advised that the briefing would provide an explanation of the JCM and how it had progressed to date, following its approval by the States Assembly. The Panel agreed that the briefing would be beneficial and requested the Officer to make the necessary arrangements. The Officer was also requested to liaise with the Health and Community Services Department to identify a date for a further briefing in October with the Minister and her Officers on the findings from her review of the JCM. | SM/KC SM/KC |
The Panel noted that, as result of a recommendation that was made by the former Health and Social Services Panel, an Independent Oversight Board (IOB) had been established to hold executives to account for the timely and successful delivery of the JCM. It was also noted that Mr. Mike Greenwood, Chair of the IOB, had offered to meet with the Panel to discuss any questions it had regarding its role and its work undertaken to date. The Panel accepted the offer of a meeting and asked the Officer to make the necessary arrangements. 4. Site visits The Panel noted and discussed its visit to Samares Ward at Overdale that took place on 8th August 2022. The Panel agreed that the visit was productive and enabled further discussion. Briefings with the relevant Ministers and Departments The Panel considered the benefit of meeting with the Minister for Social Security and the Minister for Health and Social Services to discuss their priorities and workstreams. The Panel agreed these meetings would be productive and requested the Officer to liaise with the Department to identify suitable dates. The Panel noted the opportunity to meet with the Public Health Team on Thursday 25th August for a briefing on current workstreams. 7. Work Programme The Panel considered potential topic areas for review. The Chair proposed Primary Care and its funding as a topic of considerable interest. It was agreed that the Panel would first establish what work, if any, was currently being undertaken regarding this matter. The Panel was advised that the Health and Community Services Department had begun working on a Sustainable Health Care Funding project and that part of that work was considering the future funding of Primary Care. The Officer was requested to arrange a briefing for the Panel with Officers working on the project to establish its aims and objectives. The Officer was also requested to liaise with the Primary Care Board, following the briefing, to arrange a meeting to discuss its involvement in the work on sustainable health care funding. | SM/KC |

1. Site visit to Orchard House and Clinique Pinel The Panel visited Orchard House, a facility providing mental health treatment for those aged over 18. The Panel was advised that in 2020, improvements had been made to the facility including weighted furniture, improved outdoor space and communal areas. The Panel noted that there were a number of challenges with the facility including that both males and females were able to mix in communal areas which, on some occasions, had led to some of the female patients feeling unsafe. The Panel was also advised some patients were occupying beds on a long-term basis due to failed placements in other facilities/services. In that regard, the charging mechanism for those patients needed to be explored further with the Customer and Local Services Department in terms of the Long-Term Care Scheme. The Panel also visited Clinique Pinel, a psychiatry service for people aged over 65. The Panel was provided with a tour of the existing building structure and new extension works at the facility, which were in varying stages of development. The Panel was advised that a new facility for young people would provide separate areas for males and females and en-suite bedrooms. There would also be flexibility in other ward areas in order to react with particular scenarios in patient care including the need for seclusion rooms and/or facilities for mother and baby. The Panel thanked the Orchard House Ward Manager and Director of Mental Health and Adult Social Care for their time and they concluded the site visit. |

Review of the Government Plan 2023-2026 The Panel noted and approved the Terms of Reference and Scoping Document for its Review of the Government Plan 2023-2026 and requested the Officers to send the documents to the Scrutiny Liaison Committee. Meeting with the Minister for Health and Social Services regarding the Health and Community Services Board The Panel welcomed the Minister for Health and Social Services and thanked her for the offer of a private meeting. The Panel discussed the newly appointed Chair of the Health and Community Services (HCS) Board with the Minister for the first part of the meeting. During the second part of the meeting the newly appointed Chair of the HCS Board, Professor Hugo Mascie- Taylor was invited to join the meeting via Microsoft Teams. The Panel discussed the Chair's appointment and asked a number of questions regarding the appointment process. Meeting with the Minister for Health and Social Services regarding the Government Plan 2023-26 The Panel met with the Ministers for Health and Social Services and Social Security to discuss its amendment to the Government Plan. The Ministers advised of their intentions to lodge an amendment to the Panel's amendment. It was also advised that the amendment would reduce the amount of funds being transferred from the Health Insurance Fund for the purposes of the Jersey Care Model and digital strategies. The Panel requested the details behind the proposed amendment to the amendment and asked that the Ministers circulate the draft Report in confidence ahead of its lodging. Furthermore, the Panel agreed that it would consider the information provided before making a decision whether or not to support the proposed amendment.
