INTRODUCTION

Jersey Overseas Aid is driven by a clear mission: To translate the generosity, skills and compassion of the people of Jersey into effective assistance to the world's poorest. The Island's commitment to aid provides at once life-improving assistance and improves its reputation by changing the narrative about Jersey and reinforcing the fact that the Jersey is a good global citizen dedicated to fulfilling its international obligations. Jersey's aid programme is both beneficial to its prosperity and indicative of its character and identity.

I would like to take this opportunity to thank the panel for their work and I am pleased that they have taken this approach, recognising that for Jersey to continue its reputation as a good citizen on the world stage, linking the Jersey Overseas Aid budget to GVA should be viewed as a positive step.

The  budget  for  Jersey  Overseas  Aid (JOA) is linked to Gross Value Added (GVA)  and  will  increase/decrease annually  in  line  with  how  GVA performs.

This point is noted.

CONCLUSION

Aside  from  the  compelling  moral  case  that  one  of  the  world's  most  prosperous jurisdictions should devote a proportion of its wealth to help improve the standard of living of the world's poorest, our aid programme brings considerable advantages to the Island. These include mutually-reinforcing benefits inclusive of changing the narrative about Jersey, increasing our connectivity and influence and building the capacity and knowledge of Islanders and strengthening the Third Sector in Jersey.

Most importantly, linking the budget for Jersey Overseas Aid to GVA allows JOA to continue to increase the efficacy and reach of Jersey's development programming and contribution to global humanitarian aid causes, whilst remaining affordable for the Island.
