This report presents information on employment in Jersey at the end of June 2009, bringing together the results of the Manpower Survey (private sector)[1] and the report on public sector manpower produced by the States Treasury[2].
Headlines
The principal features of the Jersey Labour Market at June 2009 were[3]:
• total employment was 56,250, about 360 lower (-0.6%) than a year previously, representing the first annual decrease in total employment for five years;
• the overall decrease in total employment in the twelve months to June 2009 was made up of a net decrease of 380 in the private sector and a net increase of 20 in the public sector;
• in the private sector, compared with June 2008, the number of : locally qualified staff increased by 200,
j-category employees was up by 30,
non-locally qualified staff decreased by 610;
• of total employment: 49,500 (88%) were in the private sector (including the States Trading Committees) and 6,750 (12%) were in the public sector2;
• decreases on an annual basis were seen in Wholesale and retail (-210), due to reduced employment in retail, and in Hotels, restaurants and bars which saw an effective reduction of around 200, largely due to reduced employment in hotels;
• increased employment was seen in the private sector services: Education, health and other services (+220); and Miscellaneous business activities (+140);
• the Finance sector saw a marginal fall (-10) an annual basis and was down by 180 in the first six months of 2009, the first decreases seen by this sector for five years;
• registered unemployment stood at 960 in June 2009, some 290 more than in December 2008; the provisional measure of the internationally comparable ILO unemployment rate for Jersey in the summer of 2009 was 2.7%;
• the total number of vacancies in the private sector (1,950) was the lowest recorded for at least ten years.
Overview: Total Employment
The total number in employment in Jersey in June 2009, either full-time or part-time, was 56,250 which is 360 (0.6%) less than in June 2008 and represents the first annual decrease for five years.
The private sector, including States Trading Committees (see Note 2) and single-person enterprises, employed 49,500 people; this total is 380 (0.8%) fewer than a year earlier. The public sector headcount was reported at 6,750, a net increase of 20 on an annual basis.

Figure 1 shows total and private sector employment since 1996 (see Note 3). After rising rapidly to a peak of 55,000 in June 1998, total and private sector employment in Jersey was substantially constant between 1999 and December 2002 but decreased during 2003 and 2004. Throughout 2005 and 2008, there was an ongoing increase in total employment.

Sectoral Breakdown
Figure 2 shows the sectoral breakdown of employment at June 2009, with:
• almost a quarter (23%) of the total were engaged in the Finance sector (13,210);
• nearly a sixth (15%) were in Wholesale and retail trades (8,480);
• the public sector (excluding Trading Committees) accounted for around one in eight (12%) of Jersey's labour force.

Overview: Private sector
The number of people employed in Jersey businesses in June 2009 was 49,500, comprising 40,090 full-time and 9,410 part-time employees. This total represented a net decrease of 380 staff on an annual basis, comprising of a net decrease of 410 full-time staff and an increase of 30 part time staff.
There were 5,940 active undertakings in Jersey in June 2009 of which almost 2,500 were one-person businesses.
The net decrease of 380 in total employment on an annual basis consisted of:
a decrease of 530 jobs in the predominantly non-seasonal sectors over the period
June 2008 to December 2008 (see Figure 3);
an increase of 330 in the predominantly non-seasonal sectors between
December 2008 and June 2009;

The Wholesale and retail sector saw a decrease of 210 employees on an annual basis, made up of a net decrease of 280 in the last six months of 2008 and a net increase of 70 in the first six months of 2009. The decrease was driven by reduced employment in the retail sub-sector, down by 350 on annual basis.
The large net increase in employment of 330 in the non-seasonal sectors during the first six months of 2009, apparent in Figure 3, was driven by increased employment in the service industries: private sector Education, health and other services (essentially businesses servicing households) was up by 220 employees on an annual basis, representing a rise of 4%, whilst the Miscellaneous business activities sector (largely businesses services other businesses) was up by 140 employees, a similar rise of 4%
The seasonal sectors saw an annual decrease of 190 staff, comprised of a fall of 120 of in Agriculture and fisheries and of 50 in Hotels, bars and restaurants. Allowing for a re-classification of staff from Manufacturing, the Hotels, bars and restaurants sector recorded an effective fall of almost 200 staff on an annual basis, driven by reduced employment in hotels.
Within the Wholesale and retail sector, a total of 700 employees were employed in fulfilment activities in June 2009, a decrease of 60 on the previous December, reflecting the seasonal nature of this sub-sector, but up by 40 on June 2008.
In June 2009, total employment in the Finance sector stood at 13,210, a marginal reduction (of 10) compared with a year earlier. During the first six months of 2009, the Finance sector overall recorded a net decrease of 180 employees (Table 2), the first such decrease seen by this sector for five years (Figure 4). The most recent fall was driven by reduced employment in the banking sub-sector, down 140 compared with December 2008. In contrast, the trust and company administration sub-sector saw increased employment, up by 80 during the first six months of 2009.

Excluding one-person enterprises, there were a total of 3,460 active undertakings in Jersey in June 2009. The number in employment in such undertakings decreased by 580 over the twelve months to June 2009, to stand at 47,020.
On a shorter time-frame, between December 2008 and June 2009, employment increased by 2,530. Such shorter-term changes are heavily influenced by seasonal factors, as can be seen from Figure 5a. The underlying trend, excluding seasonal and other short-term variations, is shown by Figure 5b (see Note 3). The twelve-month percentage changes, Figure 6, show that total employment in June 2009 was 1.2% lower than the previous June, constituting the first annual decrease since 2004

Employment in one-person businesses
In June 2009 there were 2,480 reported single-person undertakings, about 200 more than a year earlier. Single-person undertakings were not being consistently recorded prior to 2000; therefore detailed figures excluding single-person undertakings are presented in Appendix 1 and those including single-person undertakings are shown in Appendix 2.

Residential qualifications
Overall, 82% of people employed in Jersey in June 2009 were locally qualified (as defined by the Regulation of Undertakings and Development Law, see Note 4), more than 3% were j-category and 15% were not locally qualified.
Of the 49,500 people employed in the private sector in June 2009, about four-fifths (81%) were locally qualified. A further 2% (1,120 staff) were qualified as j-category. The remaining 17% (8,510), representing about one in six of all private sector staff, were not locally qualified.
The number of locally qualified staff in the private sector in June 2009 was 200 more than in June 2008. Over the same period, the number of j-category employees in the private sector increased by 30, most of the increase occurring in the Finance sector during the latter six months of 2008; during the first six months of 2009 the number of j-category employees remained essentially constant. As Figure 7 shows, the total number of j-category employees in the private sector has more than doubled since the Manpower Survey first started recorded the residential qualifications of employees in December 2001.

Figure 8 shows that the number of locally qualified staff employed in the private sector in Jersey has increased on an annual basis since mid-2005.
In contrast, the total number of non-qualified staff declined in 2006, before rising in both 2007 and 2008. Most recently, in June 2009, the number of such staff was down by 610 compared with the previous June. The largest decreases in non-qualified staff, on an annual basis, were recorded by the Hotels, restaurants and bars (-240) and Wholesale and retail (-180) sectors.

Within the private sector in June 2009, the highest proportion of non-qualified employees (excluding j-category) was in Hotel, restaurants & bars (51%) and Agriculture and fishing (45%). The Transport, storage and communication sector had the lowest proportion of non-qualified staff, at 6% (see Figure 9). About 9% of employees in the Finance and Construction sectors were non-locally qualified.

The number of j-category staff in the public sector in June 2009 was 640, accounting for almost one in ten public sector employees. This number is down by 50 on June 2008, largely due to the reclassification of j-category employees with at least ten years service.
Unemployment
There is no statutory requirement for all unemployed residents of Jersey to register as actively seeking work with the Social Security Department. Therefore, the number of people registered as unemployed should be regarded as an indicator rather than a measure of the actual level of unemployment in the Island.
The number of people registered as unemployed in Jersey in June 2009 was 960, some 290 more than in December 2008 and 520 more than in June 2008.
Figure 11 shows that registered unemployment in Jersey was relatively stable throughout the first six months of 2008, at around 400 per month, before rising during the last six months of 2008. A component of this upward trend was due to the introduction of the jobseeker' process as part of the Income Support benefit. Unemployed individuals claiming Income Support are now being called in to the Department to register as actively seeking work.

The most recent figures show that 940 and 910 people were registered as unemployed and actively seeking work in Jersey in July and August 2009, respectively.
International comparisons
In the UK, in the second quarter of 2009 there were 28.9 million people employed, 1.5 million people claiming Jobseeker's Allowance (the Claimant Count). In Jersey there were 960 persons registered as unemployed in June 2009. People registered as unemployed were therefore about 1.7% of total employment in Jersey in June 2009, compared to about 5.2% in the UK7.

In Guernsey in June 2009 there were 32,410 people in employment (22% in Finance, a similar proportion to Jersey) and 430 people claiming unemployment or jobseeker benefits.
The internationally comparable measure of unemployment is the ILO unemployment rate (see Note 5): for the UK in the second quarter 2009 the ILO rate was 7.8%, whilst that for Jersey in the early summer of 2009 (provisionally estimated from the Jersey Annual Social Survey, JASS) was 2.7%.
Vacancies
The total number of vacancies (full- and part-time) in the private sector in June 2009 (1,950) was the lowest reported for at least a decade and was down by 740 on the previous June.
A reduction in full-time vacancies in the finance sector accounted for almost half of the overall net decrease in private sector vacancies.

Notes
- The Manpower Survey is a census of some 5,920 undertakings in Jersey, which employ a total of some 49,500 staff (June 2009) including 9,400 part-time staff (who may have more than one job). Prior to December 2001, the Survey was conducted quarterly; from June 2002 the survey has taken place at six-monthly intervals.
- The "private sector" includes States Trading Committees (former and current), the Jersey Financial Services Commission, the Family Nursing and Home Care Service and the Jersey Competition Regulatory Authority. These bodies, which are subject to the Regulation of Undertakings and Development Law, accounted for a total of 1,470 staff at June 2009.
- For the six-monthly data of Figures 1 and 5b, short-term variations (largely due to seasonal factors) were removed by calculating a weighted three-point moving average; entries for June 1996 and June 2009, therefore, do not appear in these plots.
- The definition of "locally qualified" as applied under the Regulation of Undertakings and Development (Jersey) Law, 1973 as amended includes all persons in the following categories:
- residentially qualified persons falling within any of the Housing Regulations, excluding
Regulation (l) and Regulation (m);
- persons resident for the whole of the past consecutive 5 years;
- the spouses of (i) or (ii) above;
- the children under 18 years (or if students under 25 years) of those in (i), (ii) or (iii) above.
The analysis in this report further divides the locally qualified between j-category and the remainder.
The residential status of staff in the private sector was recorded for the first time by the December 2001 Manpower Survey. Each undertaking reported the numbers of locally qualified and non-locally qualified employees; full-time employees with j-category housing qualifications were recorded separately from other locally qualified staff.
- The International Labour Organisation (ILO) definition of unemployment includes all adults (aged 16 and over) who are not working but are looking for or waiting to take up a job.
- The historic numbers for the private sector presented in the appendices show some minor differences from those presented in previous Manpower Survey reports; these arise from revisions to staffing levels reported by a small number of undertakings.
- As detailed in the complementary Manpower Report published by the States of Jersey Treasury and Resources Department, the public sector employment figures from December 2007 onwards have been determined using the new Human Resources Information System. (HRIS). The resulting headcount figure for the public sector now counts employees working in more than one post within the States of Jersey only once; previously such employees were counted as multiples. Previous total headcount figures reported for the public sector (shown in Table 1) have not been revised on this basis and as such represent upper bounds in terms of the new HRIS reporting methodology.
