Senator A.J.H. Maclean
Minister for Treasury and Resources PO Box 353, Cyril Le Marquand House The Parade, St Helier
JE4 8UL
22nd January 2015 Dear Alan,
States of Jersey Development Company – Jersey International Finance Centre
The Corporate Services Scrutiny Panel has considered your correspondence dated 16th January (which we received on 19th January), confirming that the Chairman of the Board of SOJDC
considers the comments and opinions attributed to him in the JEP article of 10th January to be entirely accurate.
The Panel considers such comments made by a remunerated senior official of a fully States owned entity to be grossly irresponsible and inappropriate. Mr Boleat has been appointed directly by the States Assembly to both of the positions he holds, and his comments serve not only to undermine the Panel Members and the Scrutiny process, but the Assembly itself and the legitimate work of elected representatives in raising matters of interest and concern on behalf of the public of Jersey.
We do not intend to enter into protracted correspondence in this as it will be a distraction to the proper course of work that we intend to follow. The public nature of Mr Boleats' comments are unacceptable and, worse, unprofessional, and as consequence have actually served to strengthen our view that the review we have been considering should be pursued without further delay.
We would note that it is our opinion that Mr Boleats' comments have actually drawn greater media focus on the matter in hand and have not served the interests of the organisation he represents. However for the purposes of moving forward we intend (subject to any further comment) to draw a line under this issue.
We shall leave it up to your judgement as to whether you instruct Mr Boleat to issue an apology or not, but strongly feel that he should be made aware as to the lack of professional acumen exercised in making public comments about a key element of the Assembly.
Yours sincerely,
Deputy John Le Fondré, Chairman Deputy Simon Bree, Vice-Chairman Connetable Christopher Taylor Deputy Kevin Lewis
