In general, I'm content with the approach being taken by Health - the aim being to make decision making more equitable across an integrated health system, including patients.

My only major concern is that this model, based on a hybrid of others, will be specific to Jersey and therefore remains untested.

In particular, I'm not sure who/what will have ultimate responsibility for policy change, the introduction of new services or change of service provision. I made this point during the consultation process but have yet to see a worked example. Consequently, I would appreciate some configurability/fluidity in how the model is eventually formulated.

The above would be particularly relevant in terms of disagreement or a hung vote. Presumably, the Chief Executive and Minister would, therefore, retain ultimate decision- making ability.
