I would like to use this opportunity to make my views clear on electoral reform.
First of all I would like to say that I was of the view that Clothier had the right approach and that the States failed to implement the report in full is forever a black mark against the island.
That said I am now in favour of the proposed 6 new constituency approach as this is the next best thing following the tinkering by the states.
I also support the removal of the role of Senator as this only serves as providing a false indication of the value of the title. Indeed, I also agree with Clothier in that the term " Deputy " is also misleading.
Furthermore, the issue of "the parish system" is overplayed. Given the level of turnout for Jersey elections I do not believe that the electorate is wedded to their parish. The Constable plays this role but I am also of the view that the role of Constable is nowadays too onerous for the dual position of managing the day to day running of the parish and the workload now expected in the States.
