Thank you for your letter inviting us to give a written submission in relation to the proposal for vehicle testing.
Vehicle testing in Jersey is way overdue and is necessary for vehicle safety and the environment.
We see vehicles on a regular basis with defective tyres, brakes, lights, oil leaks, suspension faults and emission failures. These are vehicles that are booked in for a service or a problem. I would expect there are many vehicles on the island that receive no maintenance whatsoever.

If the proposals are adopted the motor industry would require investment in training and equipment. Training in testing standard and equipment for emissions.
However, as a garage we would invest to reach the criteria required. (ii)
Vehicle testing will increase road safety and should reduce accidents that are caused by defective vehicles. However too long a gap between tests can cause problems. If a vehicle hasn't had a check for 2 and a half years it may well have tyre or brake fault for example.
(iii)
Pricing of vehicle tests should be around £35 - £40 inclusive of GST. (iv)
As an independent garage, we would invest to reach the standard required for vehicle testing, investment in trained inspectors and testing equipment for example emissions.
For example - A vehicle would come in for a service / pre-test, then passed to our inspector for testing or taken to testing station.

Motor vehicles first inspection should be at 4 years, then every year as a simple rule.
A 15 year old motor vehicle having a test every 3 years may not be sufficient in keeping the vehicle roadworthy, so a simple annual test for all vehicles would be easier to administrate. Alternatively you could have a test every 2-3 years for vehicles under 10 years old.
Classic motor vehicles over 25 years old should be exempt but in roadworthy condition. If we can be of further assistance please let us know.
