Good afternoon Connetable Jackson

I do feel strongly that vehicle roadworthiness testing should be introduced in jersey, we see many vehicles in very poor condition traded in

As part exchanges. If fact we had to send 52 part exchange vehicles straight to the scrap yard in 2017 as the condition was so poor.

I have also seen a van that has a piece of wood in place of the driver's side window, as you can imagine this was very dangerous.

As a result of our experience my view is that Road safety will be improved considerably if the test is introduced. I am also concerned that emissions

On some of the older vehicles are very high and the quantity of Pollutants in the air is already too high, this test could help reduce this as well.

I am also concerned that Channel Island registered vehicles can be driven in the uk and Europe without the need for testing, and as the speed limits are far higher a defective vehicle can cause serious accidents or injuries.

The impact of the test on our business would depend on who was appointed to carry this out. TrustFord jersey and Guernsey are part of the TrustFord

Group in the uk and wholly owned by Ford Motor company and have a great deal of experience carrying out MOT testing in the uk. We would be very interested in discussing the possibility of setting up and running the testing facility for the states as a stand-alone business. I understand there would be up to 40,000 vehicles per year that would require testing so if it was commercial viable and a suitable facility could be made available we would be very interested.

The cost of installing a testing bay to existing workshops would be around 35K dependant on what the test included and would take up a considerable space

So trying to fit this in to some of the smaller Garages would be difficult. You would need a 4 post ramp with jacking beams, headlight tester, rolling road / brake tester and emission tester. We would also need time to recruit and re train technicians to carry out the testing.

I understand 17% of vehicles fail the mot test in the uk so the work would be carried out by the various service departments across the island. We have a large service department on the rue des pres trading estate and one at our site in Route des Quennevais and would be able to rectify these faults without too much trouble, we may have to look to increase the number of technicians we employ or look at shift work if necessary.

The cost of the test would depend on what was included and how long it will take, I think around £55.00 would be fair for the work involved.

I feel the inspection of cars firstly at 5 years is fine but then every two years after, Motorcycles and mopeds at 3 years and then every 2 will be fine.

Yours Faithfully Jonathan Bell General Manager
