The Police Association have reviewed the relevant sections and at this stage wish to make the following comments:
• The Firearms Range is an essential part of keeping Islanders safe. Travelling off island is not a long-term sustainable solution and we need a facility here. The current training arrangements are costly (approx. 140-150k/yr.) This impacts on officers' family life travelling frequently to keep up training. It is also not straightforward when travelling in winter (delays/cancellations) and now with the added risks of Covid which will be here for the foreseeable. This is a vital resource for the protection of Islanders. At present returning from the UK to isolate for 14 days is not practical for operational Policing and poses a great risk to the public, having so many Officers off Island' for training or losing their qualification due to the lack of a training facility. If a major incident occurs in the UK, they can call in support from nearby Police Forces, in Jersey we sadly don't have that luxury. This was apparent during the recent pandemic. The Jersey Emergency Plan relied heavily on the support from other jurisdictions, which was just not available.
• We are supportive of the uplift for services provided by Dewberry House. This is essential to support victims/witnesses of sexual/domestic abuse. There is nowhere suitable at PHQ to speak to children or victims regarding sensitive issues.
• We are supportive of the measures in place regarding the probation posts and think this is an essential step to prevent re-offending by the rehabilitation of offenders and also protect the public by putting measures in place to monitor their behaviour. This is particularly important for the Offender Management Unit, in relation to joint working to manage sex offenders.
