Response to the Health and Social Security Scrutiny Panel re: Care Needs at Home
Thank you for the opportunity to comment on the Care Needs at Home project. The Commission has not to date been engaged by any department on this project and therefore cannot comment on the appropriateness of the funding levels identified. While it is difficult for the Commission to comment on the impact of the project's delay, it would appear that the help to 100 – 200 households has not been forthcoming within the timescale originally identified.
The Commission welcomes any projects or initiatives that set out to enhance the experience of people with a disability living at home. It would be helpful to have an outline of the scope of this work and to understand more about the involvement of people with a disability in planning the project work.
The Commission would expect that personalisation and the consideration of the needs of informal carers would feature within this work, alongside the promotion of citizenship and the rights of persons with a disability. The Commission's role in the provision of services to people with a disability living at home is limited to the regulation and inspection of home care services.
The Commission would welcome an opportunity to provide a more detailed appraisal of the project and on the impact of its delay when further information is made available to the Commission.
