Government Plan 2021 – Written Questions

Thank you for writing to me on 29th October 2020, please see the below answers to your questions:

Prefeasibility studies

  1. For pre-feasibility work on the following projects, please could you advise what has been spent before the study was deferred and how this has been spent? Additionally, when is

it anticipated that each study will resume and the remaining 2020 allocation spent?

  1. Jersey Instrumental Music Services Premises

As at end of September 2020 £6,304.00 has been spent on fees recharged by Jersey Property Holdings Architects. The pre-feasibility study has resumed as from October 2020.

  1. VCP Replacement School

No recharges have been received as no significant pre-feasibility has been completed.

  1. North of St. Helier Youth Centre

As at end of September 2020 £12,352 has been spent on fees recharged by Jersey Property Holdings Architects. The pre-feasibility study is ongoing, a number of sites are being reviewed.

  1. Le Squez Youth Centre/Community Hubs

As at end of September 2020 £5,659 has been spent, the pre-feasibility study is ongoing and presently working with the community on the brief.

  1. Further education campus

Pre-feasibility work for this project is due to be carried out between now and the year end with an estimated cost of £30,000.

Major Capital Projects

  1. We understand that the following projects have been designated as major' capital projects and therefore the total funding for 2021-24 is being requested:
  1. Mont a l'Abbe Secondary School - £7,350,000

Yes some pre-feasibility work has been carried out at no cost to date.

  1. Redesign of Greenfields - £7,000,000

The redesign of Greenfields is within the portfolio of the Minister for Children and Housing. No pre-feasibility work has been carried out.

  1. VCP Replacement School - £17,000,000

Please could you advise whether any pre-feasibility work has been carried out for (i) and (ii)? If so, at what cost? If not, does this amount include pre-feasibility work?

  1. Please could you provide a full breakdown of these amounts and what they will cover? It is not possible to provide a full breakdown at this early stage of these projects. The capital sums above for major building projects typically cover, construction, associated and professional fees.
  2. Do you consider that this funding is sufficient to meet the aims of these projects? Yes, these sums were calculated at a high level with the expertise of Jersey Property Holdings officers and at this early stage are still considered sufficient.
  3. How will value for money be ensured throughout the delivery of these projects?

CYPES, Property Holdings, Commercial Services and others are all well experienced in procuring contracts for capital build projects such as these. Value for money is ensured through rigorous procurement processes inline with best practice and active contract management throughout the lifecycle.
