Good afternoon.

I would like to provide the following views.

  1. I am affected by the proposed access route to Overdale as I live at Westmount Apartments.
  2. I feel the if will affect the access and egress to the apartments by introducing more traffic to that road. I am particularly concerned regarding the widening of the road and making the road a multi lane as this will make it more difficult for access and egress. Adding more traffic to this road will cause even more traffic hold ups at the junction with Cheapside (opposite the shipwright). this is already a death trap with all the roads filtering into this bottle neck which causes major tail backs at peak times. The parish childrens nursey is already an issue with parents parking outside on the yellow line during drop off and pick up times, thereby forcing traffic onto the wrong side of the road. I am also concerned regarding the reduction in parking in this area. There is no visitor parking at Westmount apartments, so how far do you expect my visitors to walk. There is also a lot of commercial vehicles parked along the bottom of Peoples park on an evening - where is the provision for these, it will just exacerbate parking in St Helier. I walk my dog 4 times a day and I have to cross this road and would not be happy crossing multiply lanes. There are also a number of cats that live in the area which I fear will become victims of RTA's. I am very concerned regarding the loss of tree's and green space which is already limited in St Helier. I also feel that there will be significant impact on the wildlife corridor between the park and Overdale which at the moment provides habitat for wildlife to move freely from one area to another, especially as it incorporates the woodland above. We have birds of prey, garden birds and squirrels, not to mention the butterflies, bats and bees. We have one government department promoting pollinator projects and making more green spaces, yet another dept advocating tearing up green space and reducing pollinator trees. I also have grave concerns regarding any activity on the field above Westmount Quarry as extensive stabilization works had to be carried out before the Westmount apartments could be built. I am afraid of the impact of heavy machinery digging into the top of this quarry area which will destabilize the quarry wall and cause land movement and at worse cause a major landslide - thereby affecting my home.
  3. I do not feel the plans offer easy access to overdale - the hill is steep and how many people could walk or cycle up this very steep hill - even if you take out the steepest bits it is still very steep. To put on a shuttle bus is adding to the carbon footprint of the island - you are adding a bus service which is not currently there.
  4. I do not think that people have been given enough time to consider the impacts of the proposed hospital site as there were too many options on the table and too much effort was being spent on people lobbying to get the site that affected them off the table. Once the site was announced it feels as though it is a given that it has been accepted. NO IT HASNT - How many of the people who voted for this location are actually impacted byit. You have been very lapse in not showing the additional impact on peoples park if the chosen site was Overdale - so for those patting themselves on the

back for getting Peoples park off the preferred site list were very premature in patting themselves on the back and planting a tree and granite plaque in celebration.

  1. I would not say that you are consulting with the public, you are just telling them its happening. You are not listening to feedback and to add insult to injury you have people out this week marking up area's on peoples park without explaining why and what this is for. This just inflames people more. where are the options for alternative routes to the hospital.
  2. No as I would have preferred the hospital to be built at 5 oaks or St Saviours - you have a big ugly building that you are preserving - for what?

Interesting to see if my voice will be heard by scrutiny.

Kind regards Debra
