Dear Sir/Madam

I have read through the OHP Access Options Appraisal Report and have the following comments. Please can these be passed to the relevant project members.

Please can you also let me know when there will be a formal public consultation on the proposals and whether there is a formal process for comments to be received, logged and actioned?

My comments are:

There is no assessment on impact on local parking availability

Construction costs are not given – just yes'/'no'. Maintenance and operating costs are given as an estimated value – why are not construction costs given?

Construction cost or construction programme should not be one of the primary drivers. The final scheme must be the best for the island in the long term and long term impacts should be considered above construction costs/programme otherwise the tail is wagging the dog'

There is no assessment of the existing traffic to the hospital – number and types of vehicles and route they take to the hospital. Surely it is very pertinent to understand how many vehicles, what type and time of day access the existing hospital so the impact on the new routes can be properly assessed?

If option 7 is taken forward – it is important to see more detailed layouts. It is surprising to see that the options report is so scant on details of the layout of the options which must also take into account: actual carriageway width, proposed location and width of footpaths and cyclepaths, traffic management, cuttings and embankments etc. The drawings in the report are very rudimentary and not fit for purpose for making the final decision. They are only suitable for shortlisting to a smaller number of options for final selection.

I would appreciate some feedback on my comments Best regards

Martin
