Dear Madam and members,
I refer to this proposition and will keep my comments only to the preferred route. I would be happy to submit further information. The preferred route entails destruction which is, in my view, completely unnecessary.
- A one way system would be preferable
- If not, then a traffic light system could be installed which would allow demolition and construction lorries to use the road up and down, but alternately.
- The preferred route only requires widening (if at all) for temporary purposes (ie. For demolition/building), so all the land shown to be used should be reinstated. Buildings should not be demolished.
- It has been difficult to see exactly what land would be required for the preferred route.
- The People's Park is a Listed Site HE1897 https://www.gov.je/citizen/Planning/Pages/HistoricEnvironmentDetail.aspx?s=3&r=HE1897
It is listed Grade Three. The land was previously one of the communes of the Fief of Meleches and was sold to the Parish of St Helier by Advocate Francois Godfray for the benefit of poor children of St Helier. It is an important open space before the start of the urban development. (more on the history available).
It is not clear if the Triangle Park is also destined to be removed as a result. This is also of historic interest and may have a covenant on it.
Westmount Gardens are also a Listed Site
HE1899 https://www.gov.je/citizen/Planning/Pages/HistoricEnvironmentDetail.aspx?s=3&r=HE 1899
This land was also sold by Francois Godfray to the Parish of St Helier (more history available) The area known as Mont es Pendus/Mont Patibulaire was where the Gallows was; there are various images available and more on the history. Although not listed this is an important historic area and should not be removed.
All these areas should be in either Green Zone or Green Backdrop Zone; a new road would be a scar on the landscapes.
There are tunnels on the right hand side of the road where there was a copper mine. (more history available).
Yours sincerely,
Marie-Louise Backhurst
