The project cost at £804.5million is stated as a budget for Build. There should be a breakdown of scope of works and contingency amounts declared. Do these include penalty fees payable by the States for any delays ? Scrutiny ideally should enquire if this declared Build cost includes....demolition of existing buildings, purchase cost of land/property required for scheme, road enhancements costs for access, preliminary and expected consultants/architectural fees, private wing build, relocation of Overdale departments prior to proposed build, possible relocation costs of the crematorium.
I am not in favour of bond issue to facilitate this project, neither do I agree that it should be financed from interest receivable from the Rainy Day fund. I do not believe the investment level indicated (and which could well be surpassed) is affordable for the island. I also believe that the site selection was flawed and appointment of preferred contractor was not in the interests of the scheme by avoiding normal tendering process. The proposed scheme should have been developed with a Scope of Project Vision from experts in hospital design, relevant local clinicians' and architectural input. Then put out to tender. My opinion of inaccessibility and flawed site selection has been shared by many respondents' letters to the Jersey Evening Post. There has been, I am sure, a great deal of planning into this much needed project and progressed in good faith by the many specialists involved. However regrettably very many Islanders certainly appear NOT to be in favour of this site's positioning and of the recent declared anticipated costs (and financing these) expected to develop this proposed build for our community for the future.
