Re: Corporate Services Scrutiny Panel Cost-of-Living Mini Budget Review
I write in response to a request from Deputy Mézec (letter dated 5 August 2022) asking for Jersey Electricity's views or comments on States of Jersey Mini Budget – Proposition P.80/2022 – and in particular the letter's bullets.
We have no particular comments to make in relation to the first two bullets.
In relation to bullet 3) Alternative beneficial interventions/measures not detailed in the proposition; and 4) Whether in your opinion there are any environmental impacts as a result of the proposed budget measures; we would recommend that, to the extent that financial assistance is being provided to mitigate energy price rises, we believe that support could be beneficially provided to assist installation of energy efficiency measures (with associated educational awareness) for both vulnerable and non-vulnerable households.
Encouraging investment in energy efficiency has the crucial benefit of facilitating year-on- year cost savings (as opposed to one off cost savings that have to be taxpayer funded on a regular basis) and therefore offers a highly valuable annuity benefit.
Jersey Electricity is strongly of the view that much of the housing stock would greatly benefit from investment in energy efficiency measures. Whilst energy efficiency measures require upfront cash and take time to implement, they could in some cases lead to savings on energy bills of 20-30% and even as much as a 60% saving compared to those houses that are not efficient depending on the age of the building in question, its thermal efficiency and the interventions made.
Investing in energy efficiency also helps to reduce the Island's dependence on imported energy and can make a crucial and meaningful impact on the environment by reducing carbon emissions and other particulate emissions that can be harmful to health.
Finally early and immediate investment in these interventions is an important enabler for a "net zero future" and paves the way for the delivery of the Carbon Neutral Roadmap which is becoming increasingly urgent.
