From the perspective of our work and role the following are pertinent

Where do the existing offers' to those in care and young people who were in care fit in?

How will funding for those under the auspices of Children's Services work? Specifically will there be any statutory requirement to provide financial and other support to those children/young people who are under Children's Services and are presently labelled as a Child in Need, on the Child Protection Register or identified as being on the edge of care?

Will the term Children with Health and Development Needs' relate to all of the existing groups e.g. Child in Need, those on the Child Protection Register and children/young people identified as being on the edge of care?

What's at the heart of this, for us at least, is understanding what the new legislation will mean in terms of statutory responsibilities rather than the exiting situation which appears to rely upon any financial support relying upon team / departmental budgets and individual's discretion.
