Corporate Services Scrutiny Panel People and Culture Follow-up Review
Thank you for your letter of 28 July 2023 in which you requested my views and comments on the agreed Terms of Reference for your People and Culture Follow-up Review.
I have the following observations that you may find to be of relevance to your Review:
• The Panel may wish to consider the use of, response to and any identified weaknesses in the whistleblowing procedures adopted by the Government.
• In my review States Employment Board – Follow Up (September 2022) I recommended that the Government update the protocol for the operation of the People Hub and monitor performance against the agreed protocol. The responsibilities of the People Hub in effective and efficient recruitment and in staff retention is relevant to reducing a number of workforce risks. The Panel may wish to follow up the status of my recommendation.
• The Public Accounts Committee is currently undertaking a Follow-up Review of Performance Management. The Panel may wish to understand and consider relevant findings from the work of the Public Accounts Committee.
