Terms of reference

  1. To review the proposals for Environmental Taxes put forward by the Minister for Treasury and Resources as part of the Draft Budget 2010, with particular reference to:
      • The direct linkage of environmental initiatives with funding through environmental taxation;
      • The environmental benefits of the tax mechanism proposed;
      • Consideration of the principles of Environmental Tax Reform;
  2. Any other pertinent matters that may arise during the course of the review.
  3. The Panel will report its findings and recommendations to the States.
