The implications of increased competition on Jersey Post and private postal/fulfilment operators.
Terms of reference
To consider the implications of increased competition on the viability of both Jersey Post and the private postal/fulfilment operators and its effect on employees and the public.
In relation to postal services, to examine the:
- Role of the JCRA in the undertaking of its responsibilities under Competition (Jersey) Law 2005, Jersey Competition Regulatory Authority (Jersey) Law 2001 and Postal Services (Jersey) Law 2004;
- Role of the Minister for Economic Development in the undertaking of his responsibilities under Competition (Jersey) Law 2005, Jersey Competition Regulatory Authority (Jersey) Law 2001 and Postal Services (Jersey) Law 2004.
- Role of the Minister for Treasury and Resources in the undertaking of his responsibilities as the representative of the States in its sole shareholding in Jersey Post.
- Performance of Jersey Post in delivering an efficient and value for money postal service to meet the needs of businesses and the public whilst meeting its responsibilities to its shareholder.
- To assess the suitability of the Postal Services (Jersey) Law 2004 and Competition (Jersey) Law 2005 as applied to postal services.
- To examine any further issues relating to the topic that may arise in the course of the Scrutiny Review and which the Panel considers relevant.
