A desktop review of P.26/2017 (Immigration (Amendment) (Jersey) Order 2017: Extension to Jersey By Order in Council), which was lodged by the Chief Minister on 11 April 2017.
The proposals ask the States Assembly to agree to make a request to the Privy Council to amend certain UK legislation which relates to Jersey, with the purpose of:
a. Transferring certain powers in relation to Immigration from the Lieutenant Governor to the Minister for Home Affairs
b. Replacing any references in relevant legislation to committees with references to the Minister for Home Affairs
c. Extending a part of the law in relation to illegal entry to things done inside or outside of Jersey, irrespective of the nationality of the person who does them.

1. To examine the proposed transfer of functions and powers in relation to Immigration, Asylum and Nationality from the Lieutenant Governor to the Minister for Home Affairs
2. To assess the rationale for the proposed changes
3. To examine the operational procedures underpinning the powers and functions to be transferred to the Minister for Home Affairs
