The PAC has noted that, despite the majority of the C&AG's and PAC's recommendations being accepted, there has been limited progress on addressing the recurring themes apparent within those recommendations, implementing necessary changes, or establishing a clear timetable and milestones against which to measure progress. The recurring themes identified are:
Terms of reference
The terms of reference for the Public Accounts Committee establishes that it can investigate (by way of the C&AG’s reports) into the economy, efficiency and effectiveness achieved in the use of resources by States departments, and to assess: (i) whether public funds have been applied for the purpose intended by the States, and (ii) whether extravagance and waste are being eradicated and sound financial practices applied throughout the administrations of the States.
