Background

On 15th January 2019, Proposition P.5/2019 Future Hospital: rescindment of Gloucester Street as preferred site was lodged by Deputy Russell Labey. The Proposition asked the States Assembly to rescind its decision to build on the current hospital site and to reconsider alternative sites.

The Proposition was debated on 13th February 2019 and was adopted by the States Assembly – 39 pour, 7 contre and 2 absentions.

On 13 May 2019, the Chief Minister presented a report to the States Assembly 'New Hospital Project: Next Steps' (R.54/2019). R.54/2019 proposed a new, phased approach to the development of a new hospital. Firstly, it proposed to establish the agreed clinical requirements of the new Hospital and secondly, to use the outcome of this to scope the size and shape of a new hospital to inform the shortlisting of potential locations. 

On 12th July, the Government of Jersey announced a shortlist of 5 sites on the Island – having gone through a sequential test and a prioritised series of criteria. The Panel has been advised that  the Government of Jersey will now identify a single preferred site by undertaking detailed feasibility studies and impact assessments. It has also been proposed that a Proposition, outlining the preferred site, will be lodged in early October for a debate and States decision in November 2020. 

The Review Panel is aware that two pieces of work will be lodged and debated by the States Assembly in respect of the 'Our Hospital' Project namely:

  • Final Site Recommendation; and
  • Financial Case (to be lodged in March 2021)

However, this review only concerns the Final Site Recommendation. 

Review Selection Criteria

Code of Practice – Paragraph 45. This review topic has been identified as a topic 'matter of public interest' which fulfils the criteria outlined in the Scrutiny Proceedings Code of Practice for a selecting a review.

Terms of reference

(1) To review the decision-making process that was undertaken in determining the final site recommendation, with particular regard to the following:

  1. Fairness
  2. Transparency
  3. Appropriateness
  4. Overall cost, affordability and value for money

(2) To assess the methodology and the set criteria used throughout the site selection process and its suitability.

(3) To determine the lines of Ministerial accountability in the decision-making process and its effectiveness.

(4)  To examine the timeframe in which the decision-making process took place.  

(5)  To determine the extent to which previous work, which was produced under the Future Hospital Project, was considered.

(6) To assess the level of engagement that was undertaken with States Members, key stakeholders and members of the public.

(7) To assess how the development of the Jersey Care Model and its proposals impacted on the decision-making process.
