About
The Draft Public Health and Safety (Rented Dwellings) (Licensing) (Jersey) Regulations 202- [P.40/2023] were debated in the first reading by the States Assembly on 18th July 2023, with the principles adopted. The proposition was referred to the Environment, Housing and Infrastructure Scrutiny Panel for further scrutiny, owing to concerns which had been raised by social housing providers and the Jersey Landlords’ Association. The draft Regulations aim to improve conditions in rented accommodation by requiring all landlords to register their property and enabling the Government of Jersey to be aware of which properties are rented. However, concerns have been raised regarding how this will work in practice, including the risk of unintended consequences. Concerns have also been raised as to how the draft Regulations will be effectively and proportionately enforced, including the need for a robust appeals process.
