The Panel received a briefing on the proposals on 15th April 2024, has received submissions from targeted stakeholders and is preparing its comments for presentation ahead of the debate in the States Assembly. The States Assembly debate has been deferred from 25th June 2024 to 16th July 2024.

About

The Draft Statistics and Census (Jersey) Amendment Law 202- [P.29/2024] which was lodged by the Chief Minister on 14th May 2024 proposes amendments to bring the Statistics and Census (Jersey) Law 2018 into line with international best practice standards and to maintain the public's trust and confidence in Jersey's statistical system.

The draft Law was informed through a review undertaken by the Statistics Legislation Steering Group, which concluded that the 2018 Law should be amended to accomplish the proposals as set out within its Vision Paper – A New Legislative Framework for Statistics in Jersey and accompanying Policy Report. Public consultation was undertaken on the Vision Paper between October and December 2021 and feedback, which has been noted as broadly consistent and largely supportive of the proposals, was reported thereafter.

Should the States Assembly adopt the draft Law, thereby amending the 2018 Law, changes will be implemented in the following key areas:

  • Governance of Statistics Jersey (the governance model will be improved)
  • Tier 1 Statistics (the term 'official statistics' will be replaced)
  • The Statistics Council (the Statistics Users' Group will be replaced)
  • The Jersey Statistical System (Jersey's existing decentralised system will be centralised and formalised)

 

 

On 11th June 2024 an Amendment was lodged by Deputy Bailhache which proposes to amend Article 21A of the draft Law to make the proposed limitation of liability fairer in its application to individuals who may have been wronged.

On 19th June 2024 the Chief Minister lodged an Amendment to amend Deputy Bailhache's Amendment.

The review does not have any Terms of Reference, however, through a process of short evidence gathering, the Panel is requesting feedback from targeted stakeholders to assist in informing its Comments.
