Machinery of Government Sub-Committee

​The Machinery of Government Sub-Committee is established by the Privileges and Procedures Committee to consider Jersey's system and structure of government. 

In that system, executive power is held by the Government of Jersey - the Council of Ministers of the Chief Minister and 12 Ministers (who are helped by 8 Assistant Ministers).  Legislative power is exercised by the States Assembly, the role of which also includes holding the Government to account - a function undertaken for the Assembly by the Scrutiny Panels and Public Accounts Committee.  

Terms of reference

The Machinery of Government Sub-Committee must comprise at least two States Members who are Ministers or Assistant Ministers and at least two Members who are not Ministers or Assistant Ministers.  The Sub-Committee's Terms of Reference are - 

  • To keep the Island's machinery of government under review;
  • To follow up on the recommendations from previous reviews of the machinery of government; and 
  • To report its findings to the Privileges and Procedures Committee and to the Council of Ministers.
