COMMENTS
The Minister welcomes the Deputy 's proposition as amended by the Minister for Infrastructure and would ask the Assembly to join them in supporting P.132/2020.
The amendment to Part (d) of P.132/2020 supports the objectives of the Carbon Neutral Strategy, specifically principle 5; ensuring that policy will not worsen income inequality. The Minister welcomes the addition of necessary mitigating policies' as this will help ensure a just transition to carbon neutrality.
The Minister would like to take the opportunity to reiterate the importance of taking a people-powered' approach to agreeing our carbon neutral journey as a community.
The States Assembly agreed the need for all Islanders to have their say on this big issue when it supported the Carbon Neutral Strategy earlier this year.
The people-powered approach includes:
• Starting in January, a wide ranging, island-wide conversation about the ideas and actions we can all take to tackle climate change;
• Starting in March, a major citizens' assembly to discuss and recommend how Jersey should work together to become carbon neutral;
• Drawing on these, a Long-term Climate Action Plan to be lodged in late-2021.
The Minister looks forward to working with the Deputy as well as all States Members and Islanders to make real progress on this crucial issue next year.
