Note: After this amendment, the proposition would read as follows –
THE STATES are asked to decide whether they are of opinion
- that the current travel restrictions allowing only those who are undertaking necessary travel to and from Jersey should not be lifted without the Minister for Economic Development, Tourism, Sport and Culture presenting a prior report on the lifting of restrictions to the States Assembly;
- that no-one should be allowed to enter Jersey without either undertaking the border testing requirements and agreeing to comply with subsequent testing, self-isolation and contacttracing requirements, developed in accordance with medical advice in order to identify and contain cases of Covid-19, or self- isolating for the timeframe specified by the latest medical advice;
- that the options for pre-travel testing should be explored with other relevant jurisdictions, in accordance with medical advice;
- to request the Council of Ministers to publish and keep updated a plan of action for monitoring the trial COVID-19 Border
Testing Programme and any subsequent passenger testing/screening/contact tracing measures to permit more, safe travel to and from Jersey; and
- to request the Council of Ministers to update States Members at least every week on the operation of the trial COVID-19 Border Testing Programme, and plans for the development and further roll-out of other passenger testing/screening/contact tracing measures as part of the Safe Exit Framework.

REPORT
This amendment to my amendment is lodged in order to ensure that the proposition also covers current and future contact tracing requirements that are made of passengers entering Jersey. Contact tracing is, and will likely increasingly become, a key part of our strategy to contain and suppress COVID-19, especially as travel links are gradually restored in as safe a manner as possible. It is therefore important that contact tracing is referred to in the proposition alongside testing and screening measures.
A further change is also made to paragraph (b) to ensure that sufficient flexibility is maintained in the proposition should medical advice allow the current 14-day quarantine period to potentially be reduced in future. Any such reduction might be applied generally or in specific circumstances, or to certain jurisdictions. Any decision to this end would need to be on the advice of the Scientific and Technical Advisory Cell ("STAC") and would be communicated to States Members prior to its implementation, as required by the proposition.
