THE STATES are asked to decide whether they are of opinion
in accordance with Article 18(2)(e) of the States of Jersey Law 2005, to approve the statement of the Common Strategic Policy of the Council of Ministers as set out in the report of this Proposition, except that –

REPORT
The intent behind the Connétable 's amendment is supported.
The purpose of this further amendment is to ensure that parts of it are more appropriately defined and framed within the Common Strategic Policy.
Part 1(i)
The Connétable 's amendment seeks to make explicit reference to the island's urban environment. This is supported and accepted.
In so doing, however, the Connétable 's amendment seeks to characterise the remainder of the island's environment as natural'. This fails to recognise that the environment outside of our urban areas is made up of a small amount of what might be considered to be natural' land, together with a managed countryside and an extensive marine environment.
The proposed refinement of this definition – expressed as our urban, rural and marine environment' – is considered to be more appropriate.
Part 2
The Connétable 's amendment seeks to give explicit recognition to the role of the parishes in partnership working. This is, of course, supported and accepted.
The proposed amendment deals with a simple matter of drafting.
Part 3
The Connétable 's amendment seeks to give explicit recognition to the role of access to amenity space as a factor contributing to our quality of life. This is recognised and accepted.
The Connétable 's amendment is, however, narrowly focused on amenity space.
There are a whole range of spaces which contribute to our wellbeing. States Members recognised this in the approved bridging Island Plan which sets out a range of different types of open space. Open space typologies are many and varied, including parks; outdoor sports facilities; amenity greenspace; play space; natural greenspace; allotments; cemeteries and churchyards; civic space; linear open space; beaches; and visually important open space.
This further amendment seeks to replace amenity space' with open space' to recognise that access to many different types of open space can contribute to our quality of life.
Part 6
The Connétable 's amendment seeks to ensure the creation of routes for walkers and cyclists to encourage active travel around town and across the island.
These are established policy objectives in the Sustainable Transport Policy and specific proposals will be developed through the Island Cycling and Walking Infrastructure Strategy.
Achieving its successful implementation will require partnership working across all of the island's highway authorities. Providing safer routes for people to walk and cycle will require consideration of how best and most appropriate use is made of the island's existing road network; and how space within the highway might be allocated to different modes of travel.
The refinement of the amendment expresses this route to implementation more clearly.
Financial and manpower implications
There are no additional financial implications arising from this further amendment.
