REPORT
Introduction
This report provides a summary of the recruitment process followed to identify Ms. Jennifer Long as independent reviewer of States Members' remuneration. In accordance with the provisions of the States of Jersey (Amendment – Remuneration of Elected Members) (Jersey) Law 2022, PPC must give 14 days' notice to the States of the identity of the proposed reviewer.
Background and context
On 10th June 2021, the States adopted a proposition States Members' Remuneration' (P.40/2021) lodged by PPC which discontinued the previous arrangements for setting States Members' pay, including the States Members' Remuneration Review Body, and established the framework for a new system.
This followed an independent review of the Members' remuneration process by Dr. Hannah White OBE. Dr White's Review was published as a report to the States in October 2020 - Independent Review of Jersey Members' Remuneration Process' (R.121/2020). PPC's proposition (P.40/2021) to establish a new system was based on the findings and recommendations made by Dr White.
In 2022, PPC lodged a proposition entitled Draft States of Jersey (Amendment – Remuneration of Elected Members) (Jersey) Law 202-' (P.40/2022) which placed the new arrangements for Members' remuneration on a statutory footing.
Recruitment process
In accordance with the Law, PPC established a panel to undertake a recruitment process in order to identify a person to carry out a review of the amount of remuneration and allowances payable to elected Members. The panel were appointed by PPC in 2022 and consisted of Lisa Hart , Greffier of the States, Mark Porter, Diana Koch, Judy Martin and Steve Pallet.
The position was advertised in 2022, a number of people made contact seeking information about the role and a total of 4 candidates applied. After interviewing all 4 candidates on 24th January 2023, the panel were unanimous in their endorsement of Ms Jennifer Long.
Jennifer Long
Jennifer is an independent consultant based in the UK but working in many jurisdictions internationally. She has first-hand experience as a clerk in two parliaments and also led the Independent Parliamentary Standards Authority's most recent statutory review of Westminster MP's pay, informed by dialogue with the devolved parliaments. She is therefore familiar with the special challenges of determining and communicating the remuneration of parliamentarians, and with the kinds of data and techniques which can help arrive at an appropriate approach.
