REPORT

The Gambling Commission (Jersey) Law 2010 enables the Minister for Economic Development, Tourism, Sport and Culture to re-appoint a serving Chair of the Jersey Gambling Commission Board, provided that the candidate's total duration of service is less than 10 years.

The term of the current Chair, Advocate Cyril Whelan is due to conclude on 2nd November 2024. The Minister intends to extend the term of Advocate Cyril Whelan as Chair of the Jersey Gambling Commission Board for a period of 12-months, which will take effect from 2nd November 2024. This will allow for an approximately eighteen- month  handover  period  to  the  new  Board,  ensuring  continuity  and  transfer  of knowledge.

This takes his total period of service to ten years. Advocate Whelan has brought considerable experience to the role from his distinguished career in the Jersey Law Officers'  Department,  and  as  a  Commissioner  with  the  Jersey  Financial  Services Commission.

The Minister is therefore notifying the States of his intention to extend the appointment for  a  further  12-months  in  accordance  with  Article  2  of  the  States  of  Jersey (Appointment Procedures) (Jersey) Law 2018.
