REPORT

Introduction

  1. Paragraph 3(2) of the Jersey Advisory and Conciliation (Jersey) Law 2003 provides  that  the  Minister  for  Social  Security  must  approve  the recommendations of the Board of the Jersey Advisory and Conciliation Service to appoint Board members before their appointment can take effect.
  2. Such appointments are made for an initial term of four years, as provided for in the legislation, with the possibility of re-appointment, up to a maximum of nine years  in total.  This  is  in  line  with the  guidance published  by  the  Jersey Appointments Commission.

Appointment of new Board members

  1. Following an open recruitment process, advertised extensively and conducted by a third party, the Board of JACS have recommended the appointment of the following candidates to fill three upcoming Board vacancies:
  1. Ms Abigail Cabral

Ms Cabral is currently an Associate Director in the internal finance team at Hawksford. Her career has taken in roles in internal audit with EY Jersey and has included client- facing and internal accountancy roles in the island. Ms Cabral's current role includes leading the  Hawksford cost management team, managing the budget process and monitoring global staff costs.

  1. Mr Paul Coundley

Mr Coundley is currently Head of Risk and Compliance for the Channel Islands Co- operative Society. His previous roles have included positions in the financial services industry at Director level. Mr Coundley is a Fellow of the Institute of Chartered Accountants of England and Wales, a member of the Trust and Estate Practitioners and the International Compliance Association.

Mr Coundley is also the Honorary Secretary of the Jersey Cheshire Home, having been a Committee member since 2011.

  1. Ms Julia Hulme

Ms Hulme is a senior dual-qualified UK/US lawyer with over 20 years' experience in private practice and in-house and senior management roles. Ms Hulme provides advice to  a  wide  variety  of  clients,  including  family  businesses,  charitable  foundations, multinational companies and Governments.

Living and working in Jersey, Ms Hulme is currently the Managing Director of Omnia Strategy LLP, and has particular expertise in settlement and negotiations, international arbitration and dispute resolution.

Ministerial decision

  1. The Board of JACS considers, as it is required to do under the Law, that the candidates for appointment have the necessary skills, experience and ability in employment  relations  and  employment  matters.  Having  considered  the recommendations  of  the  Board  of  JACS,  the  Minister  agrees  that  these

candidates for appointment demonstrate the necessary experience and expertise to be able to make a valuable contribution to the work of the Jersey Advisory and Conciliation Service.

  1. The  Minister  has  decided  to  approve  the  appointment  of  Ms  Cabral,  Mr Coundley and Ms Hulme for an initial period of four years, beginning on 23rd November 2023.
