Summary
All sporting participants have the right to compete in doping free sport. The Government of Jersey adopts the UK Anti-Doping (UKAD) and World Anti-Doping Agency (WADA) position that doping in sport is fundamentally contrary to the spirit of sport, undermining the otherwise positive impact of sport on society.
This document sets out the policy and method by which the Jersey Anti-Doping National Compliance Platform (Jersey NCP) endorse and promote international anti- doping policy and standards to ensure as far as possible that sports bodies, Jersey Sport, Sports Clubs and Associations, Athletes and Athlete Support Personnel also adopt and abide by such policy and standards to:
- Maintain the integrity of sport
- Protect the rights and health of all participants
- Keep sport free from doping.
Jersey Sport, Sports Clubs and Associations, Athletes and Athlete Support Personnel.
• The Jersey NCP is responsible for formulating the Jersey anti-doping in sport policy and supplying information and reports in respect thereof in accordance with Article 31 of the UNESCO International Convention against Doping in Sport (the Convention).
• National Compliance Platforms should regularly exchange information regarding measures to respond to doping in sport and to implement the Convention.
• National Compliance Platforms should take part in events and consultations organised in the framework of the Convention, to the extent possible, at national, regional or international level.
This document is effective from 15th March 2023. It will be kept under review and updated at least annually unless an update is required before this review date.
The Jersey Anti-Doping National Compliance Platform
1. What is the Jersey Anti-Doping National Compliance Platform (Jersey NCP)
The Jersey NCP is a forum of representatives from Government of Jersey (GoJ), the principal sporting bodies (PSBs) in Jersey and other relevant agencies concerned with preventing drug abuse in sport in Jersey.
The PSBs represented are:
• Jersey Sport
• Commonwealth Games Association of Jersey
• Island Games Association of Jersey
Together with:
• An Athlete Representative
• An Athlete Support Personnel (ASP) representative
• GoJ - Department of Justice and Home Affairs
• GoJ - External Relations
• GoJ - Department of Economy – Growth, Trade & Sport
• GoJ – Health and Community Services
• GoJ – Public Health
- Each representative on the Jersey NCP will have one vote and a simple majority is required to make decisions. In the event of tied votes, the Chair shall have the casting vote.
- The quorum necessary for the Jersey NCP to make decisions is five representatives present at any meeting.
- The NCP will be chaired by the Government of Jersey's Anti Doping Lead who will be the National Focal Point for contact with UNESCO.
- The Jersey NCP shall adopt and periodically review this Government of Jersey (GoJ Policy).
- The Jersey NCP shall meet at least twice each year and as necessary to formulate and review the GoJ Policy.
- Membership of the Jersey NCP will be reviewed and where necessary additional members will be invited to join.
- The Jersey NCP can invite other interested parties or experts to attend its meetings to assist with the formulation of policy as the representatives deem necessary.
- Minutes will be kept of all Jersey NCP meetings.
- The Jersey NCP is responsible for formulating the Government of Jersey anti- doping in sport policy and supplying information and reports in respect thereof in order to meet its obligations under the UNESCO International Convention against Doping in Sport.
- National Compliance Platforms should regularly exchange information regarding measures to respond to doping in sport and to implement the Convention.
- National Compliance Platforms should take part in events and consultations organised in the framework of the Convention, to the extent possible, at the national, regional or international level.
The Jersey NCP strongly supports measures to respond to doping in sport and WADA as the international independent organisation that promotes, coordinates, and monitors the response to doping in sport in all its forms. WADA has coordinated the development and implementation of the World Anti-Doping Code (Code), which harmonises anti-doping policies in all sports. The Jersey NCP will continue to identify and apply all relevant aspects of the WADA process, principles and Code in Jersey and promote the same to all Jersey based Governing Bodies of Sports (GBS), Jersey Athletes, Athlete Support Personnel (ASPs) and sports clubs and associations.
- All PSBs and GBSs must adopt and comply with this GoJ Policy.
- All PSBs and GBSs must ensure that all Jersey Athletes and ASPs selected by them or supported by them in any way also adopt and confirm that they will comply with this GoJ Policy.
- In adopting this GoJ Policy all PSBs, GBSs, Jersey Athletes and ASPs also confirm that they have adopted or will adopt and comply with their appropriate affiliated National Governing Body (NGB) and/or International Federation (IF) Anti-Doping Policy.
- No funding or support will be given to any GBS, Jersey Athlete or ASP unless they have confirmed they have adopted and will comply with this GoJ Policy.
- No Jersey Athlete or ASP will be selected to represent Jersey or assist a Jersey Athlete unless they confirm that they have adopted and will comply with the GoJ Policy.
- All GBSs must ensure that their affiliated clubs adopt this GoJ Policy.
- The basic principles for information and education programmes is to ensure that the spirit of sport is not undermined by doping and to provide updated and accurate information on the health consequences of doping.
- The primary goal of such a programme is prevention. The objective is to prevent the intentional or unintentional use by sports participants of prohibited substances and prohibited methods.
- Sport participants will be able to access on-Island anti-doping education via UKAD accredited anti-doping educators at no cost.
- Affiliated sporting individuals are advised to access the UKAD's Clean Sport Advisor Online Course, which provides information to parents, carers, coaches and ASPs on anti-doping responsibilities.
- Event specific' education programme is to be made available to all sporting bodies in Jersey or other organisations ahead of any major events held either in Jersey or elsewhere, involving Jersey athletes and ASPs including the Commonwealth Games & Island Games on at least the following issues:
• Substance and methods on the Prohibited List
• Testing Process
• Anti-Doping Rule Violations
• Consequences of doping, including sanctions and health and social consequences
• Doping control procedures
• Athletes and Athlete Support Personnel's rights and responsibilities
• Therapeutic use exemptions (TUEs)
• Managing the risks of nutritional supplements
• Harm of doping to health and the spirit of sport
• Support for those participants who use or may have used substances on the prohibited list
- PSBs and GBSs will ensure up to date information and links to anti-doping are displayed on their websites (where applicable).
Testing will take place at any time or at any location at the discretion of UKAD as the National Anti-Doping Organisation and WADA.
- If any Jersey Athlete tests positive for the use of any substance prohibited by WADA any sanctions imposed by WADA, UKAD or any relevant IF, NGB or GBS will be upheld by all PSBs and GBSs.
- Any funding, support or selection approved by any PSBs and GBSs will immediately be suspended pending any appeal process carried out in
accordance with WADA, UKAD or the IF, NGB or GBS of the Jersey Athlete's affiliated sport.
- If any ASP is in breach of the WADA Code or this Jersey Policy, any sanctions imposed by WADA, UKAD, or any relevant Governing Body will be upheld by all PSBs and GBSs. Any support provided to said individual by any PSB or GBS will be suspended pending any appeals process carried out in accordance with WADA, UKAD or the Governing Body of the ASP's affiliated sport.
- If any Jersey Athlete or ASP is in breach of the WADA Code or this Jersey Policy, they will not be permitted to represent Jersey or assist any Jersey Athlete or Jersey Team pending any appeals process carried out in accordance with WADA, UKAD or the Governing Body of their affiliated sport.
The appeals process for any Jersey Athlete or ASP will be undertaken by WADA, UKAD or the Governing Body of their affiliated sport.
- Each Jersey Athlete and ASP shall be responsible for ensuring that they are aware of the classes of substances and methods deemed prohibited by their respective IF, NGB or GBS and in particular the WADA International Standard Prohibited List.
- Each Jersey Athlete and ASP and GBS shall comply with their IF's and/or NGB's Anti-Doping Policy.

ADLogic questionnaire | The ADLogic questionnaire is the online self-assessment Anti- Doping Logic (ADLogic) questionnaire which acts as a monitoring tool used by the UNESCO Conference of Parties. |
ASP | Athlete Support Personnel (ASP) - Any coach, trainer, manager, agent, team staff, official, medical or paramedical personnel, parent or any other person working with treating or assisting an athlete participating in or preparing for sports competition. |
CG | The Commonwealth Games Association of Jersey is responsible for selecting and sending teams of Jersey Athletes to the Commonwealth Games and the Commonwealth Youth Games. |
GBS | Traditionally Governing Body of Sport (GBS)s are viewed as the custodians and guardians of their sport within their local jurisdiction. The GBSs currently recognised by Government are under the umbrella of Jersey Sport. |

JER Athlete | A JER Athlete is any athlete who is a member of a sports club or association which is affiliated to UKAD or WADA through its Governing Body. |
Government of Jersey Justice and Home Affairs | The Justice and Home Affairs (JHA) department integrates public protection, law enforcement, emergency services and emergency planning, to keep Jersey safe and secure. |
Government of Jersey External Relations | External Relations is responsible for the conduct of Jersey's external relations in accordance with the common policy of the Council of Ministers. Jersey Sport | Jersey Sport was formed as the independent body for the development of sport and active living in Jersey, in June 2017 – as an arms-length organisation (ALO) supported by the Government of Jersey by way of a grant. |
National Compliance Platforms | National Compliance Platforms are bodies set up by individual nations established as recommended by UNESCO to ensure a consolidated approach in collecting data and a harmonised, accurate and inclusive reporting of all anti-doping measures. Traditionally NGBs are viewed as the custodians and guardians of their sport at the national level. |
