THE STATES, resuming consideration of the proposition of the Scrutiny Liaison Committee entitled Land Transaction under Standing Order 168 (3) Office Accommodation Project, Union Street, St. Helier – Deferral of approval' (P.18/2021), rejected the proposition to request the Minister for Infrastructure to defer  approval  of  the  land  transaction  agreement  as  proposed  in  the  Reports  R.19/2021  and R.19/2021 Add., presented to the States by the Minister on 16th February and 22nd February 2021, pending the outcome of –

  1. a Scrutiny review of the Office Accommodation Project ("the Project'') which was to be taken as completed upon presentation of a Scrutiny report to the States no later than 1st June 2021;
  1. the provision to the Scrutiny review of the minutes of all meetings of the Council of Ministers, One Government Political Oversight Group and Regeneration Steering Group in relation to the Project; and
  2. a debate on a Proposition, lodged by the Minister subsequent to the presentation of the Scrutiny report, that provided for agreement or otherwise of the States for the Minister to proceed with the land transaction.

THE STATES noted that, in accordance with the provisions of Standing Order 106(1)(c), Deputy John Hilary Young of St. Brelade declared an interest that was not financial and withdrew from the Chamber for the duration of the debate on the proposition of the Scrutiny Liaison Committee, as, in his capacity as Minister for the Environment, he had decided he should not take part in the debate.

Changes in Presidency

The Bailiff retired from the Chair during consideration of the proposition of the Scrutiny Liaison Committee entitled Land Transaction under Standing Order 168 (3) Office Accommodation Project, Union Street, St Helier Deferral of approval' (P.18/2021) and the meeting continued under the Presidency of Dr. Mark Egan, Greffier of the States. The Bailiff returned to the Chamber during consideration of the same proposition and the meeting continued under his Presidency.

Population Policy

THE STATES, on a proposition of the Deputy of St. Peter , in his capacity as Assistant Chief Minister, resolved to sit in Committee in order to consider the development of a population policy for Jersey.
