Question
Will the Minister outline what cost savings, if any, are achieved by contracting out responsibilities within the roadside and park areas managed within his portfolio, compared to the cost of using in-house' staff; when these arrangements were last reviewed; and what conclusion, if any, was drawn from such a review regarding the success of these arrangements from the perspective of the general public?
Answer
In 2016 a number of Cleaning and Gardening Services were outsourced to the private sector. At the time the department was expected to make savings of £1.1m although that target was later reduced with the introduction of the Jersey Living Wage. Since the services were outsourced, the Department has received very few complaints relating to the quality of the services undertaken by the outsourced service providers.
In 2021 the Departmental Officers, in conjunction with Commercial Services, have embarked on a review of all Facilities Management Contracts across GOJ and will be making recommendations for improvement at the end of the year.
